Administrative Law (TOL210)
Administrative law is a legal subject that deals with the legal rules on the manner of treatment in administrative matters. The central parts of the subject constitute an overview of what administrative activities are, and which case management rules apply to the various types of activities. The subject thus also provides knowledge about what rights citizens have vis-à-vis the administration. There will be a particular focus on the rules on customs administration. The subject also includes an introduction to the constitutional framework that applies to the relationship between the state powers.

Learning outcome
After completing the course, the student will achieve the following learning outcomes defined in terms of knowledge, skills and general competence:
After completing the course, the student will have:
- knowledge of the main features of the Norway’s state constitution
- knowledge of administrative activities and the administrative apparatus
- knowledge of the requirement of rule of law in administrative law
- knowledge of the rules on organization, responsibilities and decision-making competence in the public administration
- knowledge of the rights and duties citizens have towards the administration
- knowledge of the rules on administrative proceedings
- knowledge of special procedural rules in the Transport of Goods Act, Chapters 7 and 13 and the Customs Duty Act, Chapters 8 and 11
After completing the course, students should have the following skills:
- identify and discuss legal issues in constitutional law
- apply the administrative procedural rules
- analyze and discuss the principles that apply in administrative law
- explain the structure of state and municipal administration
- demonstrate knowledge of special customs administration rules
After completing the course, students must have general competence in:
- how different cases are to be handled by the public administration
- how to apply basic principles of administrative law to relevant issues in administrative law
- planning and execution of varied tasks and projects that extend over time, alone and as a participant in a group, and in line with ethical requirements and guidelines
- the procedural administrative law
